You can see all of OB is included at 4.0 floor area ratio. Right now it is 0.7 in residential zones.
This means an 8000sf lot now zoned for 5 units totaling 5600sf could instead have 32,000sf and as many units that will fit based on height limit and setbacks.
Most of PB is included too, but that isn't as big a change as it has long been 1.5.

Lamattery got some issues wrong. The coastal height limits will not change, and I saw nothing about setback and parking rules changing. He also linked to an older proposal with an FAR of 8 not 4.
Not that the difference between 4 and 8 is relevant if there's a height limit.
